My daughters needed to have red hair last year adn they both are blonde, we used red kool aid as a wash, and it turned it RED but washed right out with one shmpoo.

Just spray your hair with the colored hairspray. It works well and washes out when you take a shower. You could do streaks with it.

It depends on the color you want and how dark your hair is before you dye it. It usually takes around 30 minutes. You need to be careful about what color you choose for highlights. They can come out kind of brassy. If you have brown hair and are going for a bright blond, it's gonna turn brassy. I would suggest getting a blond that's not too far from brown, then leave it in about 10 minutes more than the directions suggest. If you have red hair, you really don't want blond highlights. Unless your hair is dirty blond, get a dirty blond highlight kit. If your hair is blond, get a bright blond. Unless you get permanent color, it should wash out within a month.
